What Is Section J?
BCA Section J of the National Construction Code (NCC) aims to sustain the energy efficiency of commercial buildings belonging to Class 2-9. Section J was conceptualised to minimise the carbon footprints generate by Australian buildings. It also promotes introducing features inside the building to improve the overall energy efficiency.
Building performance accessors can use various approaches to demonstrate the fulfilment of Section J requirements.
- A Performance Solution through JV3 assessment or NABERS Rating (Class 5 office building)
- A DtS (Deemed to Satisfy) Solution (following Parts J0 – J8)
- A combined approach using both Performance solution and DtS method

When Should You Use JV3 Modeling And Assessment Method?
The glazing or insulation specification in certain commercial projects becomes exorbitantly expensive with the DtS solution for achieving compliance.
In many instances, the intricacy of building design along with the NCC Climatic Zone specifications makes it extremely challenging and sometimes impossible to achieve compliance with DtS solutions.
Fortunately, in such cases, achieving energy standards is possible using JV3 modelling as it allows using reasonable insulation and glazing specifications.
What is JV3 Modelling?
- JV3 modelling offers an alternative assessment approach for commercial developments to the traditional DtS (Deemed to Satisfy).
- With JV3 assessment, target or reference building is taken into consideration to compare the total energy utilisation of the new commercial building. The building is declared BCA Section J compliant if the annual energy consumption of the proposed development is less than the reference or target building (achieved with the DtS solution).
- Only ABCB (Australian Building Codes Board) Protocol for Building Energy Analysis Software compliant software can calculate and measure the total annual energy consumption for the JV3 method.
- JV3 modelling is the equivalent of the NatHERS modelling software for residential projects.

- Details of ABCB Protocol certified software used for calculating the total energy consumption Declaration and details that the calculations have followed the JV3 conditions.
- Details of the building performance assessor clearly mentioning that the assessment has been performed by a trained, efficient individual.
- A statement specifying the implementation of quality assurance & continual improvement.
