According to the Commercial Building Disclosure (CBD) Program, most sellers and leasing entities having office space measuring 1000 square metres or more require an updated and valid Building Energy Efficiency Certificate (BEEC).
Each BEEC entails a NABERS Rating and Tenancy Lighting Assessment (TLA) for offices.
- Part 1 includes NABERS assessment for energy rating highlighting information on the building’s energy efficiency (energy consumption and greenhouse gas production details converted into a star rating)
- Part 2 includes a CBD Tenancy Lighting Assessment (TLA) for the concerned building area that is being leased, subleased, or sold. The TLA assessment involves measuring the installed lighting system power density.
What Does NABERS Star Rating Indicate?
The NABERS Rating for energy includes a national rating system that determines and measures an office building’s energy performance on a scale of zero to six stars.
- A zero-star rating indicates the poor performance of your office building and lots of scope for improvement.
- A six-star rating, on the other hand, implies a market-leading performance, with half the carbon footprints of a five-star building.

NABERS Assessment Process
A NABERS Accredited assessor performs the assessment process. The process involves:
- The assessor does a site visit to collect the required data ( climate condition, Net Lettable Area, operating hours of the commercial building, Number of computers/digital devices functioning, 12 months’ energy bills)
- Based on these data, the NABERS Accredited assessor performs rating calculation and submits an application to DECCW.
- After a thorough assessment, the DECCW approves your application (if everything is correct and adheres to the required standards) and forwards the rating certificate.
- The NABERS star rating you receive is valid for 12 months from the date of issue.
The 3 Fundamental Part Of NABERS Rating
- Base Building Rating- Involves separate rating of central/common components of the commercial building such as heating and cooling systems, lobby lighting, lifts, etc.
- Whole Building Energy Rating- Combines base building rating and tenancy rating into a single rating. This usually happens when a single-tenant rents out an entire building.
- Tenancy Energy Rating- With a tenancy rating, individual businesses can get ratings on the space they use within a building. To obtain a tenancy rating, you’ll require the total area of the office, hours of operation, and the number of occupants.
FAQs For BEEC and NABERS Rating
Which Type Of Rating Is Valid For BEEC?
For BEEC, base-building NABERS Rating needs to be considered. This includes the building’s central services and common area performances, generally managed by the building/project owner.
However, in certain instances where NABERS assessment for the base building isn’t feasible, then an entire building rating, including the tenant-occupied spaces, may be used as an alternative option.
Will A Previous NABERS Rating Be Applicable For BEEC Assessment?
While filing a BEEC application, CBD accredited assessors can utilise the NABERS assessment results conducted by an accredited assessor so long as the energy ratings are still valid and updated.
If your NABERS Ratings are older than 12 months, they’re deemed invalid. You’ll need to get a fresh assessment for obtaining NABERS stars.
